Abstract

In Korea, Finnish-type concept of a deep geological disposal is the preferred option for the management of high-level radioactive waste. Securing a suitable site for a deep disposal repository requires the formulation of systematic siting criteria to meet the requirements of safe disposal. In Germany, legislation requires exclusion criteria, minimum criteria, and geoscientific weighting criteria to be applied in stages, with the aim of gaining public acceptance of deep geological disposal and minimizing the trial-and-error aspect of site selection. This paper provides a technical basis for establishing site selection requirements and criteria, and preparing detailed siting criteria as part of a stepwise siting procedure.

국내에서 고준위방사성폐기물 관리를 위한 대안으로 핀란드식 심층처분 개념을 우선 고려하고 있다. 심층처분시설 개발을 위해서는 부지확보가 필수적이고 이를 위해서는 체계적인 부지선정 기준 마련이 요구된다. 독일의 경우 제외기준, 최소기준, 지구과학적 가중기준 등을 단계적으로 적용토록 법제화하여 심층처분 부지확보 대국민 수용성 확보와 사업추진의 시행착오를 최소화하였다. 본 연구결과는 향후 부지선정과 관련된 세부 부지선정 단계별 부지선정 요건 및 기준, 적용 절차 마련에 기술적 기반자료로 활용될 수 있을 것이다.
