Analysis of Domestic and International Cases of Abandoned Mines Use

Analysis of Domestic and International Cases of Abandoned Mines Use 국내외 폐광산 활용 사례 분석

Abstract

In this study, we investigated domestic and international cases of abandoned mine use to gain general information such as ore type, mining method, utilization purpose, land use, business entities, and development scale, as well as geological characteristics and limitations. Using these data, we aim to provide a technical foundation for developing a model of domestic abandoned mine utilization. A total of 31 domestic and 85 international cases were investigated through institutional reports, press releases, and academic papers. Eight utilization fields were identified: tourism/experience, leisure/sports, culture/arts, agriculture/storage, waste disposal, data center, power generation/industry, and research. Tourism/experience was the most common use in both domestic and international cases, and tourism/experience, leisure/sports, and culture/arts accounted for more than 75% of the cases. There were similar numbers of abandoned metal, non-metal, and coal mines, and five times as many abandoned underground mines as surface mines. The mine utilization space was divided into eight categories: underground, underground+side, underground+surroundings, site, site+surroundings, site+open pit, surroundings, and open pit, with underground and site being the most common. The dominance of tourism/experience, leisure/sports, and culture/arts uses, and underground and site utilization spaces, might be related to the limitations associated with the mine environment, location conditions, and space conditions. Considering factors such as the degree of mine damage, business evaluations, and the dissemination of this research, the results are expected to inform urban regeneration projects in domestic abandoned mine areas.

본 논문은 폐광산 활용을 위한 기초자료로 국내외 폐광산 활용 사례를 조사하여 주요 광종, 채굴방법, 활용 용도, 부지 이용, 사업 주체, 개발 규모 등의 일반정보, 지질정보, 한계점을 파악하고, 이를 토대로 국내 폐광산 활용 모델을 위한 기술적 기반을 제공하기 위함이다. 기관 보고서, 보도자료, 논문 등을 통하여 국내 사례 31개와 국외 사례 85개를 조사하였다. 활용 분야는 관광/체험, 레저/체육, 문화/예술, 농업/저장, 폐기물처분장, 데이터센터, 발전/산업, 연구 등 8개로 분류기준을 수립하였다. 국내외 활용 사례 중 활용 분야는 관광/체험이 가장 높은 비중을 나타냈고, 관광/체험, 레저/체육, 문화/예술 3분야에서 약 75% 이상의 비중을 차지했다. 폐광산 활용 사례를 광종별로 분류한 결과 금속, 비금속, 석탄 광산은 비슷한 비중을 나타냈고, 채굴 방법에 따라 분류한 결과 지하 채굴이 노천 채굴 보다 약 5배 더 높은 것으로 나타났다. 갱내, 노천채굴지, 광산부지, 광산주변, 갱내+광산주변, 광산부지+광산주변, 광산부지+노천채굴지 등 8개로 구분하여 분석한 결과 갱내, 갱내+광산부지를 주로 활용한 것으로 나타났다. 폐광산 활용 비중이 관광/체험, 레저/체육, 문화/예술 3개 분야와 갱내, 광산부지에서 크게 나타난 이유는 갱내환경, 입지조건, 공간여건 등이 크게 제한되기 때문인 것으로 판단된다. 본 연구자료와 광해 발생 정도, 사업성 평가, 홍보 등 다양한 특성을 고려하면 국내 폐광지역 도시재생사업에 시사점을 줄 수 있을 것으로 기대된다.
